This is a 1960s Juliana style gold tone open back round brooch with a prong-set large faceted topaz color glass stone in center and surrounded by AB rhinestones and simulated pearls. By the look and it's craftsmanship it's likely Juliana made this brooch for someone else's hight end brand.
